Lock/Re-open

I've seen this mod on another vB Forum. It allows members to close/re-open their own threads. So here it is, my suggestion.

It's not a Modification, it's a setting that we disable on ForumzPlanet. Threads to be Closed, will be closed by the Respective Moderators of the different Sections. They would decide when it's time for that Thread(s) to be closed.
